The Naval Air Systems Command (NAVAIR) plans to award a modification to a Task Order under an existing Basic Ordering Agreement with Collins Aerospace Government Systems Division for software sustainment support, cybersecurity, and travel in 2026. This work pertains to various mission avionics systems on the E-6B aircraft. The original agreement was awarded on a sole-source basis, as Collins Aerospace is the original equipment manufacturer and sole provider with the specialized knowledge, equipment, and technical data necessary to support and modify these systems. The sole-source justification aligns with federal acquisition regulations allowing non-competitive procurement when only one responsible source is available. The contract modification is not open for competitive bidding, though the government will consider capability statements submitted within 15 days of the notice. Interested parties can send written responses to designated government points of contact, and subcontracting opportunities may be explored through direct contact with Collins Aerospace. The place of performance for this work is Oklahoma City, Oklahoma, and the solicitation is managed by the Naval Air Systems Command located in Patuxent River, Maryland. The contract is classified under NAICS code 336413, which relates to aerospace product and parts manufacturing.

The Naval Air Systems Command (NAVAIR), Airborne Strategic Command, Control and Communications Program Office (PMA-271), intends to award a modification on Task Order (TO) N0001925F0087 issued under Basic Ordering Agreement (BOA) N0001924G0017 to Rockwell Collins Inc., doing business as Collins Aerospace Government Systems Division (CAGE CODE: 13499) for the exercise of options for software sustainment support, cybersecurity, and travel in 2026 for various mission avionics systems on the E-6B aircraft.

BOA N0001924G0017 was awarded sole source to Collins Aerospace under the authority of 10 U.S.C 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1 prior to the Department of War implementation of the Revolutionary FAR Overhaul Part 6 (effective 01 February 2026). Therefore, the subject DO will be processed pursuant to the authority of FAR 6.302-1, whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. Collins Aerospace is the Original Equipment Manufacturer (OEM) and integrator of several mission avionics systems for the E-6B platform, and as such is the only source that possesses the requisite knowledge, experience, specialized testing equipment, laboratory and test facilities, and technical data necessary to support and modify these systems.
