The Government intends to solicit a sole source proposal from ManTech Systems Engineering Corporation for an 18,425-hour effort covering engineering and technical services, including associated travel and materials. These services support tasks such as design, development, integration, installation, testing, evaluation, fielding, certification, maintenance, and logistics related to Cooperative Identification (CID), Non-Cooperative Target Recognition (NCTR), Air Traffic Control (ATC) equipment and systems, as well as advanced technology development. The work serves multiple Department of Defense entities including the Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, Naval Sea Systems Command, Naval Inventory Control Point, and other DoD agencies, along with the U.S. Coast Guard, commercial partners, and Foreign Military Sales programs. This contract modification, identified as Option V, will be awarded on a cost plus fixed-fee level of effort basis for approximately six months, from September 1, 2009, to February 28, 2010. The extension is necessary because the current contract is reaching its ceiling on August 31, 2009, and ongoing projects require uninterrupted support until a follow-on contract can be awarded. ManTech is identified as the only practical source for this continuation due to the work’s ongoing nature. Although this is not a competitive solicitation, other interested parties may submit statements of interest and capability by July 13, 2009. The government retains sole discretion to proceed without competition based on responses received. The performance location is Saint Inigoes, Maryland, and the contract is managed by the Naval Air Warfare Center Aircraft Division in Patuxent River, Maryland.

This directed procurement is necessary as the current contract is scheduled to run out of ceiling 31 August 2009. The proposed additional six month option period is needed for continuing on-going projects currently being done under Contract N00421-04-C-0043 while the follow-on action is being completed. Due to the on-going nature of the projects currently being done under Contract N00421-04-C-0043 and the need to continue these services without a break in work, ManTech is the only practical source for providing the necessary continuation of these services until award of a follow on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 13 July 2009, 1530 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. For information contact Ron Hickman, Code 2.5.1.2.1.1.
