The U.S. Navy’s Fleet Logistics Center Puget Sound is seeking a firm fixed price contract for the overhaul and upgrade of a high pressure air compressor (HPAC) on the USNS YUKON (T-AO 202), specifically the Curtiss-Wright model N20NL-11C, as detailed in the Performance Work Statement and applicable NAVSEA technical manuals. The requirement involves performing an 18,000-hour maintenance procedure along with electrical and condensate drain upgrades due to obsolete components, with all work to be conducted by qualified OEM technicians in strict compliance with manufacturer standards. The delivery is due no later than August 31, 2026, to the MSC Warehouse in Norfolk, Virginia, under FOB Destination terms, requiring the contractor to include shipping costs and provide 48-hour advance notice of delivery with full details including contract number, requisition, weight, and dimensions. Packaging and marking must adhere to MIL-STD-2073-1, ASTM D3951, ISPM-15 for wood packaging, and MIL-STD-129R with 2-inch stenciled markings, including the vessel name and hull number, alongside unique item identification compliant with MIL-STD-130 and machine-readable automatic identification technology requirements. Invoicing must be processed electronically via WAWF using specified DoDAACs, with billing at the SubCLIN level and proper documentation tailored to the line item type—cost vouchers for labor-hour, invoices with receiving reports for shipped items, or Invoice 2in1 for services. The solicitation is issued under NAICS code 333912, but the government has determined sole source authority for this acquisition under DFARS 252.215-7992 due to the proprietary nature of the equipment design, specifications, and engineering drawings held exclusively by Curtiss-Wright Electro-Mechanical Corp, with no other sources capable of meeting the requirement. All responsible sources may submit quotes, which will be evaluated on technical capability including delivery date, past performance, and price without relative weighting, with full effort required to be quoted for the entire effort or the offer will be deemed unacceptable. Compliance with numerous FAR and DFARS clauses is mandated, including safeguarding controlled unclassified information under NIST SP 800-171 and DFARS 252.204-7012, adherence to Buy American provisions, prohibition
