Awarded on April 28, 2016, contract AID-660-C-16-00001 designates Education Development Center, Inc. as the contractor for the Enhancing Services and Linkages for Children affected by HIV and AIDS project, also known as the OVC ELIKIA Project. This initiative is funded by USAID/Democratic Republic of the Congo with a total value of 17,499,656.00 dollars. The project is structured as a Cost-Plus-Fixed-Fee Completion Contract because the inherent uncertainties of the performance environment prevented the agency from defining requirements sufficiently for a fixed-price agreement. The primary objective of the ELIKIA project is to improve the quality of life and future prospects for 8.2 million orphans and vulnerable children and their households within target PEPFAR geographic areas in the Democratic Republic of the Congo. To achieve this, the contractor provides technical assistance to develop the country's child protection sector. The implementation of these activities is guided by the USAID/DRC Country Development and Cooperation Strategy, global PEPFAR guidance for OVC programming, the PEPFAR DRC Country Operational Plan, and the GDRC's OVC Action Plan.
