ORR Prevention of Child Abuse-Care Provider Abuse Prevention Audits

The Office of Refugee Resettlement seeks a contractor to establish and execute a standardized audit program aimed at preventing child abuse and neglect in facilities caring for Unaccompanied Alien Children. This initiative requires the contractor to conduct comprehensive compliance audits and onsite assessments across UAC care provider sites, including interviews with staff and children, to evaluate adherence to federal standards under 45 CFR Part 411. The contractor must identify deficiencies in child protection policies and practices and provide targeted technical assistance to help facilities remediate noncompliance, ensuring continuous improvement in child safety protocols. Beyond auditing, the contractor is responsible for analyzing large volumes of audit and program data to generate actionable insights and develop dynamic reporting tools and dashboards that enhance ORR’s oversight capabilities. These tools must enable real-time monitoring of facility performance, trend identification, and informed decision-making to proactively address systemic risks. The work is critical to strengthening ORR’s responsibility to safeguard the well-being of vulnerable children in federally funded residential care settings, requiring deep expertise in child welfare, compliance auditing, data analysis, and program evaluation. All activities must align with federal regulations and prioritize the prevention, detection, and rapid response to any instances of abuse or neglect.
