Full Description

The Naval Surface Warfare Center Caderock Division intends to issue a solicitation for a sole source, Cost-Plus-Fixed-Fee (CPFF) bridge contract with Abbott On Call, Incorporated to provide continued technical and engineering services for the following task areas: Hull Mechanical & Electrical (HM&E) Open System Architecture Development Support, Requirements Traceability Support, HM&E Architecture Verification and Validation, and Program Management Support. The proposed procurement will provide labor and materials support necessary for continuity of critical open system architecture services during the adjudication of a Government Accountability Office (GAO) protest under the current competitive procurement, N00178-14-D-7585-FD01, necessitating a stop work order. This requirement will be solicited in accordance with the authority of 10 U.S.C. 2304 (c)(1) and FAR Part 6.302-1(a)(1), "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance is anticipated to be for approximately three months with two additional one month option periods. This notice is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
