Otay 2nd Pipeline Phase IV

The Otay 2nd Pipeline Phase IV project, managed by the City of San Diego, involves the replacement and upsizing of a treated water pipeline to serve the Paradise Hills and Paradise Mesa communities. The scope of work includes the abandonment of 16,910 linear feet of 36-inch and 40-inch steel transmission main and the installation of 22,401 linear feet of 48-inch Cement Mortar Lined and Tape Coated transmission main. Additionally, the project requires the installation of 1,041 linear feet of 8-inch PVC distribution pipe to serve 17 private residences and the removal and backfilling of structures abandoned by the Bonita Pipeline. The project area extends from Sweetwater Road in San Diego County to Telegraph Canyon Road in the City of Chula Vista, requiring various replumb agreements, easement vacations, and real estate acquisitions. Construction will primarily utilize standard open trench techniques, with trenchless Underground Directional Drilling employed for jurisdictional channel crossings. The project is subject to rigorous environmental and technical oversight, including a Mitigated Negative Declaration, a Phase I Environmental Site Assessment, and biological and cultural resource surveys to protect sensitive habitats and archaeological sites. Key requirements include the development of a Community Health and Safety Plan, adherence to Cal OSHA excavation safety standards, and the implementation of a Mitigation, Monitoring and Reporting Program. The contractor is solely responsible for the design and operation of construction dewatering and temporary shoring. All construction documents must be approved by the City's Environmental Designee to ensure compliance with environmental permits and mitigation measures.
