Otay Second Pipeline Improvements Program

The Otay Second Pipeline Improvements Program, internally referred to as Otay 2nd Pipeline Steel Replacement Phase 3, is a construction project located within the cities of Chula Vista and San Diego in San Diego County. The City of San Diego serves as the lead agency responsible for executing the project, while the State Water Resources Control Board acts as a responsible agency providing the necessary financing. The scope of work involves the replacement of approximately 5,742 linear feet of the Otay 2nd Pipeline with a 48-inch diameter steel pipeline and approximately 1,116 linear feet of 8-inch distribution polyvinyl chloride.
