OUSF Administrator

The Department of Administrative Services, State Procurement Services, acting on behalf of the Public Utility Commission, is soliciting a contractor to serve as the Administrator for the Oregon Universal Service Fund. The primary objective is to manage the fund through a web-based system, providing technical and administrative support to approximately 400 certificated providers in Oregon. Key responsibilities include managing the OUSF System, handling user authorizations, monitoring system operations, and ensuring the correct submission and processing of Forms OUS1, OUS2, and OUS3. The scope also encompasses project initiation with a kickoff meeting, managing delinquencies, and providing presentations to the OUSF Advisory Board. This is a fixed-price, not-to-exceed contract with an effective date starting December 31, 2026, and a performance period of one year.
