Outdoor Ice-Skating Rink – Heritage Park

The City of Santa Fe Springs is soliciting proposals for a turnkey temporary seasonal ice-skating rink to be located at Heritage Park. The rink, which should be approximately 45 by 85 feet with a capacity for 60 skaters, will be open to the public from November 22, 2026, through January 10, 2027. Qualified contractors can bid on two options: Option 1 covers the set-up, maintenance, and removal of the rink, while Option 2 includes those services plus full daily operations management, including staffing for safety, crowd control, and first aid. The selected vendor will enter into a Professional Services Agreement with an initial two-year term and the possibility of renewal. Evaluation is based on a point system weighing the proposer's experience and personnel (40 points), the proposed approach and work plan (30 points), the reasonableness of fees (20 points), and overall responsiveness to the RFP (10 points). The contractor is responsible for providing all necessary equipment, including chillers, resurfacing tools, and rental gear such as skates and helmets. Key contract requirements include adherence to California prevailing wage laws, compliance with Cal/OSHA safety standards, and the provision of insurance with a waiver of subrogation. Payment will be made via Electronic Funds Transfer following the submission of itemized monthly invoices.
