The United States Coast Guard has awarded a sole source Firm-Fixed Price GSA Task Order to the National Academy of Public Administration for professional advisory and consulting services to overhaul and digitally transform its Capability Analysis and Operational Requirements Generation framework. This effort supports the Futures, Development & Integration Directorate and the Office of Strategic Capabilities, aiming to modernize governance, align with evolving Department of Homeland Security and Department of Defense procurement and force design initiatives, and integrate Mission Engineering principles across the Coast Guard’s strategic planning processes. The contract spans from July 13, 2026, to April 12, 2027, and is executed under GSAR 538.7104-3(b)(ii), which permits sole source procurement when only one entity possesses the unique or highly specialized capabilities required. The National Academy of Public Administration was selected due to its Congressional charter, nonpartisan status, extensive experience in federal governance reform, access to senior public administration experts, and proven expertise in acquisition reform, organizational governance, and federal capability development frameworks. This is not a routine consulting engagement but an enterprise-level transformation requiring the Academy’s distinctive institutional knowledge and authority in public administration. The work will be performed in Washington, D.C., with primary point of contact Adam Petty at the Coast Guard’s HQ Contract Operations division.
