This contract, solicitation number FA8524-26-R-0002, issued by the Department of the Air Force at Robins AFB, GA, requires the overhaul, functional testing, inspection, and return to serviceable condition of critical dynamic components on UH-1N helicopters. Key items include the swashplate and support assembly, scissors and sleeve assembly, main rotor mast assembly, and tail rotor hub assembly. The work encompasses fault isolation, complete depot-level overhaul, alignment, calibration, testing, packaging, and reporting as per Air Force technical orders and stringent quality standards such as AS9100, ISO 9001, and NATO AQAP 2070. The contract mandates strict adherence to delivery schedules with specific turnaround times—90 to 150 calendar days depending on the component—starting from the later of receipt of funded delivery order or government-furnished repairable assets. Early deliveries are permitted, with shipping to designated Air Force bases within five business days post-DCMA acceptance using government-approved packaging compliant with MIL-STD-129, MIL-STD-2073-1, and ISPM No. 15 standards for international shipments. The contract is a Firm-Fixed Price, Requirements Type, Indefinite Delivery Contract (IDC) with a one-year base ordering period plus four one-year option periods. It includes detailed deliverables and strict reporting requirements such as Commercial Asset Visibility-Air Force (CAV-AF), Government Property Inventory Reports, and Depot Maintenance Production Reports to track and verify asset status. Proposals are evaluated solely on price with award made to the lowest-priced responsible offeror meeting all solicitation terms, including Special Standards of Responsibility linked to the overhaul of flight safety-critical assemblies; these ensure only qualified sources with Bell certification or Air Force source approval may compete. The solicitation incorporates comprehensive FAR and DFARS clauses covering cybersecurity, equal opportunity, subcontracting, and product marking, among others. Contracting officers Shawna Barrett and Leigh Ann Taylor serve as primary contacts. Deliveries and inspections occur at both contractor facility and government-specified destinations, using Wide Area Workflow (WAWF) for all payment requests and receiving reports. Contractors must comply with all packaging, marking, and unique item identification requirements, including IUID marking in accordance with MIL-STD-130N, to maintain asset traceability and support Air Force mission readiness.
