Full Description
This agency proposes to issue a solicitation for additions to price pending long-term contract SPE4AX-25-D-P003. It is anticipated that 15 NSNs will be included in this add population. The proposed action is intended to be awarded on a sole source basis as supported by a J&A in accordance with FAR 6.302-1. The NSNs to be included on this effort are sole sourced to Lockheed Martin Corporation.
Please see the attached list of NSNs that have been identified for this procurement action. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately.
Specifications, plans, or drawings relating to this procurement described are not available and cannot be furnished by the Government. Only Vendors who have access to the data or can provide traceability to the approved sources should bid. The freight-on-board (FOB) point is at Origin with inspection and acceptance at Origin. There are no special test requirements.
It is the Government’s intent to issue a letter request for proposal (RFP) solicitation to the sole source original equipment manufacturer (OEM). The letter RFP solicitation issue date is June 19, 2026. If any non-OEM source is interested in any of the NSNs, please notify the contracting officer prior to the synopsis closing date. Surplus dealers are also invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material, or adequate traceability documentation to show that the product is acceptable. Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to supply the items for the contract period as identified. In addition, respondents should identify the quantity available and price. A copy of the letter of interest should be forwarded to the contracting officer identified herein and the SBA PCR, Steven Powell, at Steven.Powell@sba.gov. The Government may alter the acquisition strategy if purchase of existing surplus or newly manufactured inventory is in the best interest of the Government.
