Owner’s Representative and Technical Advisor for Griesbach Townhouse Development

Civida is soliciting proposals for an Owner's Representative and Technical Advisor (ORTA) to provide strategic, technical, and project delivery advisory services for Phase 1 of the Griesbach Townhouse Development. This project involves the creation of approximately 102 affordable row housing units utilizing a Progressive Design-Build delivery model. The successful proponent will be responsible for developing performance specifications, conducting ongoing reviews of the Design-Builder's deliverables for code and requirement conformance, providing independent elemental cost estimates, and managing risk and governance. All work must comply with Alberta OHS legislation and Civida's internal design and performance standards. The contract is expected to commence in November 2026 and run through January 2027. Proposals are evaluated on a 100-point scale, with pricing accounting for 20 points based on the lowest weighted average hourly rate for key roles, including an ORTA Lead, Senior Technical Lead, and various engineering and architectural leads. Submissions must follow a two-envelope system via the bids&tenders portal, consisting of a technical proposal limited to 15 pages and a separate pricing file. Selected vendors will be paid monthly within 30 days of invoice receipt. Required documentation for proponents includes a current Workers' Compensation Board clearance letter and detailed identification of all key personnel and subconsultants.
