The U.S. Fish and Wildlife Service plans to issue a Request for Proposals for cleanup, removal, and proper disposal of storm debris across approximately 175 acres of the Bon Secour National Wildlife Refuge in Gulf Shores, Alabama. The debris resulted from Hurricane Ivan in 2004 and includes a variety of materials such as construction and demolition waste, marine and household trash, vegetative debris, and hazardous substances like paints, solvents, and asbestos. The contractor must properly identify, handle, and dispose of hazardous materials at EPA-approved sites. The work environment is challenging, often requiring operations in wet, soft, and sensitive habitats where heavy machinery use may be limited, necessitating the use of manual labor and specialized vehicles such as marsh buggies and low draft barges. Additionally, the project involves demolition and removal of one house and the maintenance of access roadways within the refuge. This procurement is a 100% small business set-aside under NAICS code 237990 with a maximum business size of $28.5 million. The solicitation and related documents will be posted online around March 28, 2005, and offerors must register electronically to access and receive notifications regarding the solicitation. Responses are due approximately 30 days after posting. Proposals will be evaluated on experience, past performance, technical approach, capabilities, and price. Interested contractors are required to comply with all applicable federal, state, and local regulations, complete electronic representations and certifications before submitting bids, and submit hard copy proposals to the designated address. No paper copies of the solicitation will be provided, and all communications should be directed to the contract specialist identified in the solicitation package.
