This RFSQ is intended to qualify two (2) respondents in accordance with this RFSQ. The potential Second-stage RFP Process will allow the two (2) selected respondents (the “Contractor(s)”) to enter an early contractor involvement process (“ECI”, or the “ECI Process”) with SaskPower via their participation in the Second-stage RFP Process. ECI is an integrated contracting method that involves the owner (i.e. SaskPower) and the contractor working as a team in the early stages of design of the project. SaskPower wishes to enlist this ECI approach during the Second-stage RFP Process in order to gather valuable feedback from respondents to help fast track the design development, procurement and construction of the project as well as to address supply chain and labour market risks. SaskPower will be seeking responses from established and experienced Engineer Procure Construct (“EPC”) Contractors that have delivered successful power generation station projects of a similar nature. SaskPower anticipates that the two respondents prequalified under this RFSQ will later be offered the opportunity to compete via a closed RFP for the full EPC opportunity.
