The Air Force Life Cycle Management Center at Eglin AFB plans to award a sole source contract for the production of the P5 Combat Training System (P5CTS) in fiscal year 2013. This contract involves procuring the pods along with the necessary ground and airborne subsystems to support the Air Force, Air National Guard, and Foreign Military Sales. The contract will be awarded to Cubic Defense Applications, Inc., the original manufacturer of the P5CTS, under the authority that only one responsible source exists. Cubic is uniquely qualified due to its extensive experience with the P5CTS, including its software, pod design, and special test assets, and no technical data package is available for this system. Potential offerors are invited to submit capability statements, proposals, or quotations showing how they can provide a compliant P5CTS without incurring substantial duplication costs to the government. Communication regarding the acquisition is directed to specific points of contact at Eglin AFB, with an appointed Ombudsman to handle concerns confidentially, though this individual does not have a role in proposal evaluation or source selection. The contract may include options for additional production quantities, and all procedural details are governed by relevant sections of the Federal Acquisition Regulation.
