This notice serves as a pre-solicitation notice for the procurement of P5 Combat Training System (P5CTS) follow-on Depot Level Contractor Logistics Support for the P5 Combat Training System Airborne Subsystem and Ground Subsystem with an anticipated contract award in FY14. The Air Force Life Cycle Management Center (AFLCMC), Range Instrumentation Branch (EBYC), Eglin AFB, FL intends to award a sole source contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Cubic Defense Applications, Inc, 9333 Balboa Avenue, San Diego, CA 92123-1515. Depot Level Contractor Logistics Support includes but is not limited to functions such as material management (e.g. supply chain, inventory management), depot level maintenance, RAMPOD updates, deficiency and failure reporting, Item Unique Identification Marking, repair of Government induced failures, demilitarization and disposal, parts replenishment, spares, program management, sustaining systems engineering and integration, diminishing manufacturing sources and material shortages management, obsolescence management, other sustaining systems engineering/technical support, failure analysis, engineering drawing updates, etc. This effort will consist of a base year plus four 1-year option periods to include options for buying additional Government spare parts as needed. The only known responsible source that can satisfy this requirement is Cubic Defense Applications, Inc., the original P5CTS manufacturer. Cubic possesses the required knowledge and ability to meet the Government's requirements that could only be gained by years of experience in both manufacturing and providing current contractor logistics support for the P5CTS. No technical data package is available. FAR 5.207(c)(16)(ii) requires that all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any capability statement will need to demonstrate how the source can provide P5CTS Depot Level Contractor Logistics Support without substantial duplication of costs to the Government. Communication concerning this acquisition should be directed to William Worlds, Contract Specialist, 850-883-3365, (william.worlds@eglin.af.mil) or Kevin Miller, 850-883-3404 (kevin.miller@eglin.af.mil). An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above. The Ombudsman is Col Deborah Cafarelli, AFLCMC/EN, 102 West D Avenue, Eglin AFB, FL 32542, Phone: (850) 883-3701, E-mail: deborah.cafarelli@eglin.af.mil.
