PLA RFI for P801 A School Dormitory at NAS Pensacola, FL
Solicitation # N6945027RP801
Navfacsyscom Southeast is conducting a market survey and request for information regarding the potential use of a Project Labor Agreement for the construction of the P801 A School Dormitory at Naval Air Station Pensacola, Florida. The project involves the design-bid-build construction of a new 150,000 square foot, three-story housing facility featuring 280 double-occupancy units for up to 560 residents. Located near Pensacola Bay, the project site requires considerations for flood hazards and cultural significance. The anticipated construction magnitude is between 100 million and 150 million dollars, with an estimated period of performance of 1,200 calendar days. Under NAICS code 236220, the government is seeking public comments and data via a questionnaire to determine the availability of union and non-union labor, the impact of a PLA on contractor interest, and how union wage rates compare to prevailing wage rates under the Construction Wage Rates Requirements statute. This effort aligns with Executive Order 14063 and FAR 22.502-2, which generally require PLAs for large-scale federal construction projects exceeding 35 million dollars to promote efficiency. This is a planning exercise only and does not constitute a solicitation, request for proposal, or an obligation to award a contract. Responses are due to the primary point of contact by 1400 Eastern Time on October 22, 2026.

Solicitation # N6945026R0011
Solicitation N6945026R0011 is a Total Small Business Set Aside for a Multiple Award Construction Contract (MACC) supporting the NAVFAC Southeast Area of Operations. This Indefinite Delivery/Indefinite Quantity (IDIQ) contract utilizes Firm-Fixed Price (FFP) task orders for new construction, renovation, and demolition projects. While primarily focused on Naval Air Station Jacksonville and Naval Station Mayport in Florida, the scope may extend to other locations within the United States. The overall contract period of performance runs from December 7, 2027, to December 6, 2032, with an aggregate maximum ceiling of 249 million dollars. Individual task orders will range from a minimum of 350,000 dollars to a maximum of 10 million dollars. The procurement follows a two-phase design-build process where awards are based on best value using a tradeoff process. Phase One evaluates technical approach, experience, safety (specifically DART and TCR rates), and past performance. Phase Two focuses on the technical solution, including design narratives and management plans. Technical factors and past performance are weighted equally and are collectively approximately equal in importance to price. Offerors must submit proposals electronically via the PIE Solicitations Module in PDF format, ensuring compliance with specific font and page limits. Key requirements include SAM registration, CMMC unique identifiers, and the submission of bid bonds for successful offerors. Contract administration, including invoicing and payment requests, will be managed through the Wide Area WorkFlow (WAWF) system.
