Defence Construction Canada (DCC) is calling for tenders to award a Standing Offer Agreement (SOA) to provide “as and when required” laboratory testing services specific to Department of National Defence (DND) requirements for the location mentioned above. The SOA will be for a period of two years with a maximum estimated value of $350,000.00. If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to two additional one-year periods and increased in the order of $175,000.00 for each additional period. Call-ups under the SOA are expected to be valued between $25,000.00 and $80,000.00; the maximum value of a call-up under the SOA is $100,000.00. This solicitation is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA). Firms that consider themselves qualified to provide these services are invited to submit their tender through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System. Defence Construction Canada (DCC) is inviting contractors and suppliers to apply for placement on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional, and civil construction services at 19 Wing Comox and its satellite sites in British Columbia over the three fiscal years from April 1, 2026, to March 31, 2029. Interested parties are encouraged to submit their applications through MERX as soon as possible, ideally by March 4, 2026, with DCC requiring ten business days to process each request. Contractors and suppliers from the prior OCSL term (2023 to 2026) must reapply to be considered for this period. Applications must specify a preferred official language (English or French), which will govern all future communications, documents, and contracts for the duration of the OCSL. The list will be used to electronically tender construction projects valued up to $10 million, with contractors needing an active MERX account to bid. The process includes invitations to bid electronically and possibly attending site meetings as required by DCC. DCC reserves discretion to maintain or establish other specialized source lists for certain services and may require additional pre-qualification for specific tenders. Some tenders may be reserved for Indigenous businesses registered with Indigenous Services Canada, with requirements for joint ventures or subcontracting arrangements where Indigenous benefits plans must be included. Performance on awarded contracts will be monitored, and poor performance or ineligibility under federal policies may remove contractors from the OCSL. Security clearance requirements—ranging from organizational screening to secret-level facility clearance—may apply depending on the project, with advance notices issued when necessary to allow contractors to begin the clearance process. All contracts will adhere to DCC’s Procurement Code of Conduct and standard electronic bidding contract documents. DCC will communicate clarifications if needed and reserves the right to reject incomplete or non-compliant applications. By applying, contractors consent to public disclosure of their participation status on the OCSL.
