This solicitation, issued by the Defense Logistics Agency (DLA) Land and Maritime, is a request for quotations for packing material identified by NSN 5330-01-181-0977. The requirement involves 40 feet of material with a delivery timeline of 104 days after receipt of order, destined for the DLA Distribution DDSP New Cumberland Facility in Pennsylvania. The item must be manufactured in accordance with current military or consensus non-government part standards and is strictly prohibited from containing asbestos or intentionally added mercury. Notably, the government will not evaluate offers that utilize additive manufacturing, and a price evaluation preference is available for certified HUBZone small business concerns. Strict packaging and marking protocols are mandatory to ensure product integrity. The end item must be sealed in a medium-duty, waterproof, greaseproof, and opaque bag conforming to MIL-DTL-117, Type II, Class C, Style 1. Marking must comply with MIL-STD-129 and include the special instruction "Do not bend." Quality assurance is conducted at the destination using sampling methods such as MIL-STD-1916 or ASQ H1331, with specific acceptance quality levels assigned to critical, major, and minor attributes. Contractors must also adhere to various federal regulations, including the Buy American Act, cybersecurity safeguarding requirements under DFARS 252.204-7012, and hazardous material labeling standards. All invoicing and receiving reports must be processed electronically through the Wide Area WorkFlow (WAWF) system.

The procurement falls under NAICS code 339991 and is subject to various set-aside possibilities, including 8(a), HUBZone, and small business categories. Packaging must comply with MIL-STD-2073-1E and RP001, specifically requiring medium-duty, waterproof, greaseproof, and opaque bags to protect against UV deterioration. Marking must follow MIL-STD-129, and any hazardous materials must be labeled according to the Hazard Communication Standard. Quality assurance involves sampling methods such as MIL-STD-1916 or ASQ H1331, where unspecified attributes are treated as major. Additionally, the contract incorporates significant regulatory requirements, including the Buy American and Balance of Payments Program, cybersecurity safeguarding for defense information, and compliance with the Berry Amendment. All electronic invoicing and receiving must be processed through the Wide Area WorkFlow (WAWF) system.
