The U.S. Department of Defense, through DLA Land and Maritime, is preparing to issue solicitation SPE7LX26RX048 under commercial procurement procedures outlined in FAR Part 12.201, targeting a five-year Long Term Contract with a one-year base and four one-year option periods. The acquisition is a total small business set-aside for the procurement of a single National Stock Number, 5330-01-098-6005, identified as a PACKING WITH RETAINER, to ensure continued or improved supply availability. The contract will be awarded on an "All or None" basis per CLIN, with the award decision based on a best value determination that weighs price, past performance, offered delivery schedules, and other relevant factors—allowing for selection of a non-lowest-priced offeror if it provides superior overall value. The item must be procured exclusively from the approved source, CAGE 07060, C. E. Conover & Co. Inc., with part number CEC4981-213, and delivery will be F.O.B. Origin with inspection and acceptance at destination. The solicitation will be released exclusively via the DLA Internet Bid Board System (DIBBS) on or about July 20, 2026, with a formal response deadline of July 21, 2026, at 4:00 a.m. Eastern Time. Due to system processing timelines, the solicitation may not appear on DIBBS until up to three business days after the posted date, and no hard copies will be distributed. The North American Industry Classification System code is 339991, and the place of performance is specified as Bensalem, Pennsylvania. Proposals must be submitted electronically through the DIBBS portal, and all inquiries should be directed to the primary point of contact, Regina Collette, or secondary contact Krista Krauss, both located at the DLA office in Columbus, Ohio.
