Technical and quality requirements referenced by R or I numbers from the DLA Master List of Technical and Quality Requirements, including RP001 for packaging, RD002 for Covered Defense Information, and RQ032 for Export Control of Technical Data, are incorporated by reference. The product is subject to export control under ITAR or EAR, requiring the offeror to hold an approved US/Canada Joint Certification Program certification, complete mandatory DOD export control training, and receive DLA authorization to access controlled data. Additive manufacturing is strictly prohibited unless explicitly authorized, and offers including AM-produced components are ineligible for award. Compliance with MIL-STD-2073-1E and MIL-STD-129 for packaging and marking is mandatory, with specific packaging codes and methods specified, and hazardous materials must be labeled per 29 CFR 1910.1200.
