This contract pertains to the procurement of ZOLL CPR STAT PADZ adult defibrillator electrodes, paired as a unit of issue, designed for use with ZOLL AED Plus and AED Pro devices. The electrodes feature a High Viscosity Polymer (HVP) gel that reduces skin effects by up to 96% compared to conventional electrodes and incorporate real-time CPR feedback technology with sensors to monitor compression depth and rate. The two-piece design enables all defibrillation therapy options for ALS responders and supports both anterior-anterior and anterior-posterior pad placement. The device is classified as a medical device by the FDA under Regulation 870.5300, requiring class II compliance, 510(k) clearance, registration, listing, and adherence to good manufacturing practices. The product has a non-extendable shelf life of 24 months and must be manufactured, labeled, and packaged strictly in accordance with DLA’s Medical Marking Standard No. 1, which supersedes MIL-STD-129, and must include the NSN, manufacturer and CAGE code, date of manufacture or expiration, contract number, and lot number. Packaging must meet ASTM D3951 and DLA’s RP001 packaging requirements, with palletization aligned to DLA standards, and all units must be sealed in commercial containers to prevent damage. Delivery is FOB destination to Travis Air Force Base, California, with a five-day delivery window from order placement and no tolerance for quantity variance. The item must be shipped via traceable freight methods; parcel post is prohibited. The solicitation is issued under SPE2DS-26-T-067D by the Department of Defense’s Medical Supply Chain organization, with responses due by May 18, 2026.
