PAD, HEAT TREATMENT

The contract solicitation is for 3 cases of PAD, HEAT TREATMENT, each case containing 24 single-use large heat pads, identified by NSN 6530-01-684-4258, issued under solicitation SPE2DH-26-T-5876 by the Defense Logistics Agency Troop Support Medical Supply Chain FSH. The pads are designed to instantly generate heat up to 112 degrees Fahrenheit when activated at room temperature of 75 degrees Fahrenheit and also provide immediate cooling relief, meeting medical supply standards as Class I devices requiring registration, listing, and compliance with GMPs under Regulation 890.5710. The product must have a 24-month shelf life with no more than three months elapsed from the manufacturer’s date to government delivery, with all labeling conforming to MMS1A standards and including the manufacturer date, expiration or retest date, and contract/lot number. Packaging and marking must adhere to DLA-specific requirements including commercial packaging, sealed unit containers, palletization as per RP001, and medical marking standard no. 1, which supersedes MIL-STD-129. The solicitation incorporates the DLA Master Solicitation for Automated Simplified Acquisitions Revision 105 and mandates compliance with a broad range of federal and defense regulations, including mandatory Far clauses covering contract type, inspection at destination, small business representation, cybersecurity safeguards under NIST SP 800-171, safeguarding covered defense information, prohibition of hexavalent chromium, and restrictions on telecommunications equipment from restricted sources. Offers must be submitted via DIBBS by August 17, 2026, with delivery required to the Cheatham Annex in Williamsburg, Virginia within five calendar days after award under FOB destination terms. The procurement is subject to destination inspection under FAR 52.246-2 and electronic payment processing through WAWF. Importantly, items produced using additive manufacturing are ineligible for award, and bidders must specify the source and part number. All proposals must include valid SAM representations, including small business status and compliance with cybersecurity and defense information controls, and must not contain prohibited materials or substances.
