The contract specifies the procurement of 80 padlocks delivered in three master-keyed sets of 20, 45, and 15 units, with each padlock and its corresponding key uniquely serialized to distinguish government property and ensure set identification, without any correlation to the key’s bitting. All items must comply with the current revision of Commercial Item Description A-A-59486D and ASTM F883 standards, excluding the Key Bumping Test requirement. Manufacturing must use a metal casting process with required tooling, and sourcing inquiries must be directed to designated DLA supply chain teams. Each padlock and key must be physically marked with a legible serial number in accordance with MIL-STD-130N for U.S. military property identification. Packaging requires commercial cartons for each group, including master keys stored in labeled bags within the group container, with the entire set enclosed in a weather-resistant fiberboard carton. Plastic cushioning and wrapping are discouraged. Packaging and labeling must adhere to MIL-STD-129 and DLA packaging standards, with hazardous material handling governed by FED-STD-313 and TQ requirement IP025 if applicable, otherwise ASTM D3951 applies, subordinate to DLA’s Master List of Technical and Quality Requirements. Inspection and acceptance occur at the destination, with zero non-conformances required unless otherwise specified, and sampling must follow MIL-STD-1916, ASQ H1331, or an equivalent zero-based plan. The delivery is FOB origin, with a strict 251-day lead time and no quantity variance permitted. The delivery address is DLA Distribution San Diego, with shipment required by April 19, 2027.

General Info

80 master-keyed padlocks, serialized per MIL-STD-130N, compliant with A-A-59486D and ASTM F883, FOB origin, deliver by April 19, 2027.
