This is a total small business set-aside under FAR 19.5, with all offers required to be submitted electronically via the DLA Internet Bid Board System by August 6, 2026. The item must conform to the current revision of the applicable military or consensus non-government standard, and past manufactured hardware to previous revisions remains acceptable as long as it was compliant at the time of production. Technical and quality requirements referenced by R or I numbers are governed by the DLA Master List, with revision control tied to the solicitation issue or award date. Item identification must comply with MIL-STD-130N, and all shipments must be marked per MIL-STD-129. Sampling for acceptance follows MIL-STD-1916 or ASQ H1331 with zero non-conformances required unless specified otherwise, and inspection and acceptance occur at the destination under government authority. The contract imposes strict environmental and cybersecurity controls: mercury or mercury-containing compounds are prohibited from direct contact with hardware except for specified functional uses such as batteries or sensors, and any such components must include a second containment barrier per NAVSEA 5100-003D. Hazardous materials must be labeled according to 29 CFR 1910.1200, subject to FIFRA or FFDCA if applicable, and special handling requirements apply under FED-STD-313. Contractors must comply with DFARS clauses for safeguarding covered defense information, cyber incident reporting per NIST SP 800-171, prohibition of hexavalent chromium, restrictions on covered defense telecommunications equipment, and whistleblower protections. Additionally, FAR clauses require compliance with combating trafficking in persons, employment eligibility verification, sustainable products, and unenforceability of unauthorized obligations.
