This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.


The solicitation number is W519TC-26-R-LEAD and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01.


The U.S. Army Contracting Command – Rock Island Arsenal (ACC-RIA) intends to award a sole-source, Firm-Fixed-Price (FFP) contract to Vanguard XXI, LLC. This action is being conducted under the authority of 41 U.S.C. 1901(e)(2) as implemented by FAR 12.102(b), Restricting competition for commercial products and commercial services utilizing simplified procedures. Vanguard XXI, LLC is the only commercial source capable of satisfying PAE AS&A's highly specialized operational objectives as detailed in the Government's approved Justification and Approval.


The Government requires executive-level leadership development and mentorship training services. The objective is to provide personnel with advanced decision-making frameworks, team synchronization methodologies, and strategic communication skills.


Training will be conducted at the following locations:


  • Picatinny Arsenal, NJ
  • Detroit Arsenal, MI
  • Huntsville (HSV)
  • Fort Belvoir
  • Fort Lee
  • Natick (NSSC)
  • Orlando

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.


SUBMISSION REQUIREMENTS


The Government intends to award a firm-fixed-price contract. To be considered responsive, the intended sole-source vendor (Vanguard XXI, LLC), or any interested party submitting a capability statement/quote, must provide the following:


  • Completed Price Matrix: Offerors must complete and return the attached Attachment 0002 - Price Matrix, providing fully burdened unit prices and total prices for all CLINs (Base + 3 Option Years).
  • CMMC/SPRS Compliance: Offerors must verify that they have an active CMMC Level 1 (Basic) self-assessment score entered into the Supplier Performance Risk System (SPRS) prior to award.
