Pallet Racking System

This procurement is a Request for Quote for a heavy-duty, industrial-grade pallet racking system to be delivered and installed at Joint Base Pearl Harbor Hickam in Honolulu, Hawaii, to store 1,800 square feet of contingency training equipment. The system must consist of one starter unit and four add-on units, each with a minimum load capacity of 7,000 pounds, configured as a continuous interlocking bay run with specific dimensions and constructed from 14-gauge welded steel frames and 16-gauge adjustable steel beams using a boltless locking design. The quote must include 44 heavy-duty wire decks capable of supporting 3,500 pounds each, six post protectors, and all necessary installation hardware including 1/2-inch wedge anchors for concrete floor securing. The contractor is responsible for full installation by certified operators within a pre-engineered metal building, with delivery required FOB destination no later than 45 days after contract award and installation completed within 14 days after delivery. This set-aside is 100% for small businesses as defined by NAICS code 332999 with a size standard of 750 employees, and proposals must be submitted via email to the designated points of contact by 2:00 PM Hawaii Standard Time on July 10, 2026. Offers must include full technical specifications, commercial warranty details, past performance references if applicable, and confirmation of compliance with all solicitation terms, including required representations and certifications such as SAM registration, Buy American compliance, prohibitions on procuring from the Xinjiang Uyghur Autonomous Region, whistleblower rights notification, and cyber incident reporting obligations. The Government will evaluate offers based on technical capability, price, past performance, delivery schedule, and warranty, awarding to the most advantageous offer with a 10% price evaluation preference applied to all qualifying small business offers except HUBZone concerns that have not waived the preference. Contract administration requires electronic invoicing and receiving reports through the Wide Area WorkFlow system using designated DoDAACs, and all awardees must maintain active SAM registration and comply with all applicable clauses including those related to convict labor, equal opportunity, human trafficking prevention, and debarment screening.
