The Department of the Air Force, through the Kessel Run Program Management Office at AFLCMC/C3C, is conducting market research via this Request for Information to establish the Department of Air Force Emergency Management Information System (DAF EMIS) under project WARDEN. The objective is to develop a Government-owned, AI-enabled enterprise software capability that decouples and transitions installation Emergency Management capabilities from the legacy C2IMERA system. The system must meet Impact Level 5 and 6 security standards, comply with NIST SP 800-53 and OGC standards, and target a Technology Readiness Level of 7 or greater. This RFI is for planning purposes only and does not constitute a solicitation for bids or proposals; currently, no funds are available for this effort. Interested vendors must submit unclassified responses by 1700 EST on October 30, 2026, via the designated portal. Responses should focus on capabilities and requirements refinement rather than marketing materials or pricing.
