Solicitation SPE4A7-26-Q-0492, issued by the Department of Defense DLA Aviation ASC Supplier Operations, seeks quotations for three Bulkhead Wheel Well Panels (NSN 1560-00-450-7933). This is not a small business set-aside. The procurement utilizes a trade-off process to determine best value, weighing cost or price approximately equal to past performance. Within the past performance evaluation, the Supplier Performance Risk System (SPRS) assessments, historical quality, and delivery schedule compliance are the most heavily weighted sub-factors. The contract requires delivery to DLA Distribution Warner Robins, Georgia, with FOB Destination terms. The delivery schedule specifies initial items are due 318 days after award, with a total of 708 days allowed for the completion of Government First Article Testing. Invoicing must be processed electronically through Wide Area WorkFlow (WAWF). Technical requirements include strict adherence to MIL-STD-130 for unique item identification and MIL-STD-129 for shipment marking, while packaging must comply with ASTM D3951 for non-hazardous materials. Contractors must comply with various federal and defense regulations, including NIST SP 800-171 for cybersecurity and FAR 52.204-26 regarding the prohibition of covered telecommunications equipment. Inspection is conducted at the source for First Article Tests, while final acceptance occurs at the destination. The government retains the right to reject nonconforming items and requires contractors to maintain an acceptable inspection system.
