Skin, Cabin LWR RH AThe United States Coast Guard Aviation Logistics Center intends to award a sole source Basic Ordering Agreement call to Sikorsky Aircraft Corporation, the Original Equipment Manufacturer, for the procurement of four Skin, Cabin LWR RH A components (NSN 1560-01-HS3-5329, Part Number 70203-82300-129) for the MH-60T helicopter under Basic Ordering Agreement SPE4A1-22-G-0005. This acquisition is conducted as a non-competitive action under FAR 12.102(a) because the item is uniquely produced by Sikorsky with specialized manufacturing processes and testing requirements that make it available from only one source. The North American Industry Classification System code is 336413 with a size standard of 1,250 employees, and the small business set-aside has been dissolved, rendering the requirement unrestricted. Delivery is required within 200 days after receipt of order, with an established Required Delivery Date of April 30, 2027, and early shipments are encouraged at no additional cost to the government. The F.O.B. point is origin, and all quotes are considered F.O.B. destination unless F.O.B. origin is explicitly stated with shipping costs included. Inspection and acceptance will be performed at origin by the Defense Contract Management Agency. Awards will be based solely on the government’s determination of fair and reasonable pricing, evaluated through market research, prior purchase comparisons, current price lists, industry benchmarks, and the Independent Government Cost Estimate. The response deadline for submissions has been extended to June 23, 2026, at 2:00 PM EDT, with quotations to be submitted via email to Riley.A.Ayers@uscg.mil and mrr-procurement@uscg.mil with the solicitation number 70Z03826QJ0000172 in the subject line. No solicitation package will be issued. Although the System for Award Management may require certain representations such as those under FAR 52.212-3, FAR 52.212-5, FAR 52.213-4, and FAR 52.222-25, the contracting officer will not consider or enforce these specific clauses when making award decisions, acknowledging that entities cannot remove them from SAM registrations.

The work, classified as a repair and upgrade effort, must return the item to a Ready for Issue (RFI) condition in strict compliance with specified technical drawings, repair manuals, and military standards including MIL-STD-130 for marking and MIL-STD-2073 for packaging. The contractor is fully responsible for providing all tools, fixtures, test equipment, and materials necessary to complete the work, as no government-furnished property is anticipated unless explicitly noted. The contract requires strict configuration management, with all changes to drawings, specifications, or repair sources requiring prior written approval from the Procuring Contracting Officer. Unauthorized modifications invalidate repairs at the contractor’s expense and disqualify them from any price adjustment. The contractor must maintain an ISO 9001/SAE AS9100-certified quality system and an approved calibration program per ANSI/NCSL Z540.3 or equivalent. All purchased parts must be new unless otherwise approved in writing, and any cannibalization of components requires explicit authorization from NAVSUP WSS and the BDE. The contractor must identify and document Beyond Economical Repair (BER) and Beyond Repair (BR) cases, obtaining written concurrence from DCMA before proceeding, and must also report Missing on Induction (MOI) situations to DCMA and the Inventory Manager for disposition instructions before repair begins. Over and Above Repair (OAR) effort, defined as repairs beyond normal operational wear, may trigger equitable adjustments but only after formal documentation and government approval. The solicitation is open until July 16, 2026, with proposals required to remain valid for 120 days. Only entities approved as source providers through the NAVSUP WSS process may submit, and all documentation must be submitted to Danielle Junod at danielle.m.junod.civ@us.navy.mil. The work is to be performed at the contractor’s facility in North Hollywood, CA, with Cage Code 79318.
