AI Contract Overview
The contract solicitation SPE4A7-26-T-625G seeks three structural panels designated by NSN 1560-01-661-3539 under a fixed-price arrangement with delivery required 314 days after order placement at the DLA warehouse in Tracy, California. The item is subject to stringent technical and quality specifications referenced through R and I numbers from the DLA Master List of Technical and Quality Requirements, including tailored higher-level quality standards, inspection and acceptance at origin, and mandatory physical marking requirements per RQ017. Cybersecurity is a critical component, as the contract mandates compliance with CMMC Level 2 for the Third-Party Assessment Organization and requires adherence to DFARS 252.204-7012 and NIST SP 800-171 for safeguarding covered defense information, with a deviation allowing removal of government identification from non-accepted supplies in accordance with DFARS 252.211-7003(c)(1)(i). Export control regulations under ITAR and EAR apply to all technical data, restricting disclosure to foreign persons and requiring DLA-approved contractors to hold JCP certification, complete mandatory training, and submit a completed questionnaire before accessing controlled data, as governed by DFARS 252.225-7048. Packaging and labeling must conform to MIL-STD-129 for barcoding and marking, ASTM D3951 for non-hazardous materials, and FED-STD-313 for hazardous substances, with palletization governed by RP001 DLA packaging standards. The contract imposes additional requirements including prohibition of hexavalent chromium, compliance with hazardous material labeling under 29 CFR 1910.1200, and the use of U.S.-flag vessels for ocean transport unless prior waiver is granted. Invoicing is exclusively required through the Wide Area WorkFlow system, and payment is governed by electronic submission protocols. Offerors must provide their Unique Entity ID and CAGE code, affirm small business status if applicable, and disclose participation in any joint venture or socioeconomic program. All proposals must be submitted via DIBBS by August 13, 2026, and the contract incorporates a broad set of FAR and DFARS clauses covering whistleblower rights, cyber incident reporting, subcontracting, inspection of supplies, default, and prohibitions on unauthorized obligations and mandatory arbitration agreements
