AI Contract Overview
The United States Coast Guard (USCG) is seeking information to support the potential acquisition of paramedic services at Joint Base Cape Cod (JBCC), Massachusetts, through a Request for Information (RFI). This notice is purely for market research purposes and does not represent a solicitation for proposals or bids, nor does it create any contractual obligations. The objective is to gather data on commercially available paramedic services to help the Government determine the best acquisition strategy, including whether a set-aside is appropriate. The requirement focuses on providing continuous, 24/7 paramedic coverage for the expansive and restricted-access JBCC installation, which spans over 22,000 acres and poses inherent medical risks due to limited access to outside emergency care. The USCG seeks a contractor capable of managing a highly qualified paramedic team, including recruitment, hiring, retention, and termination processes. All paramedic personnel must hold current Massachusetts state certification, Basic Life Support and Advanced Cardiac Life Support certifications, authorization to practice under the Cape and Island EMS system, and have no adverse records in the National Practitioners Data Bank. The response deadline for this sources-sought notice is May 22, 2026, and interested parties can contact the designated points of contact for further information.

Full Description
This is a Request for Information (RFI) only pursuant to FAR Part 10, Market Research. It does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB), nor does it restrict the Government as to the ultimate acquisition approach. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Submission of any information in response to this request is purely voluntary; the Government will not pay for any costs incurred nor is it obligated to respond.
The purpose of this RFI is to gain knowledge of commercially available services that may be of interest to the United States Coast Guard (USCG) as described in this notice. Responses will assist the Government in determining the appropriate acquisition strategy, including whether a set-aside is appropriate.
Requirement: The USCG has a requirement for Paramedic Services located at Joint Base Cape Cod (JBCC), MA. JBCC is comprised of over 22,000 acres that are not accessible to members of the public. The size of the installation and its limited access to the public creates an inherent risk for anyone working and living there, as timely lifesaving medical care is not available in the case of medical emergencies. To ensure the continuous provision of lifesaving medical care on JBCC, this requirement seeks to provide a fully qualified paramedic staff capable of sustaining uninterrupted operational coverage twenty-four (24) hours a day, seven (7) days a week, fifty-two (52) weeks per year. The Contractor shall be responsible for the management, recruitment, hiring, retention, and termination of all paramedic personnel operating under this requirement. All Contractor Paramedics shall possess and maintain a current certificate in the state of Massachusetts as a Paramedic, a current certification in Basic Life Support (BLS), a current certification in Advanced Cardiac Life Support (ALCS), authorization to practice for the Cape and Island EMS system (set up upon award), and no adverse information on file with the National Practitioners Data Bank (NPDB).
