DESCRIPTION OF THE ACTION BEING TAKEN This action is to request the approval for a Firm-Fixed Price Delivery order for the PARASIM Single System with Motorized Frame for SOCSOUTH located at Homestead AFB, Florida 33039 using the GSA schedules program. The PARASIM Single System with Motorized Frame is to be used for training purposes to prepare warfighters for actual situations they might encounter during a parachute drop. This Sole Source Justification (SSJ) serves to support the sole source procurement of a PARASIM Single System with Motorized Frame to be installed at Homestead AFB, Florida 33039. DESCIDPTION OF SUPPLIES REQUIRED TO MEET AGENCY' S NEEDS The customer has submitted requisition W903YB6011000l with signed Inter-Agency Agreement (IA). The estimated value of this procurement action is $244,529.25 based on an estimate provided by the customer. IDENTIFICATION OF STATUTORY AUTHORITY This acquisition is conducted under the authority of the Multiple Award Schedule {MAS) program. The primary statutory authority for MAS are Title l1I of the Federal Property and Administrative Services Act of l949 (4l U.S.C.25l, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies. The circumstances and rationale for limiting consideration to select schedule contractors for award follows: FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; DEMONSTRATION OF THE PROPOSED MANUFACTURER'S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY The PARASIM Airborne Simulator from Systems Technology Inc. has a patented parachute simulation system that was designed in cooperation with the DoD. Systems Technology has over 20 years of experience with parachute training systems dating back to work with the U.S. Forest Service and Smoke Jumper training. The PARASIM System is currently used by U.S. Special Forces and their patented system is the only one of its kind manufactured in the U.S. Systems Technology is the only source capable of delivering the required system and they have the required training equipment on a current GSA Schedule Contract. Failure to obtain this parachute simulation training system may have significant impact to mission performance. Unit readiness will continue to be diminished through the potential for injuries and limited availability of aircraft for training purposes. DETERMINATION THAT THE ANTICIPATION OF AWARD WILL BE THE BEST VALUE A best value determination will be documented. Prior to placing the order, the Contracting Officer will seek price reductions from System Technology, Inc. The Contracting Officer will request additional pricing data and recent sales history from Systems Technology, Inc. to substantiate the price reasonableness of their quote. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED Market research obtained from GSA Advantage indicates that there are approximately one hundred and nine (109) vendors listed under SIN 874 9, Off-the-Shelf Training Devices and Training Materials: Print, Electronic, AudioVisual, Multi-Media, and Simulation Training Devices. Only Systems Technology, Inc. (GS-02F-0043L) has the required PARASIM parachute simulation system on a GSA Schedule.
