The State Fiscal Accountability Authority of South Carolina is soliciting services under the Post-Acute Rehabilitation Initiative (PARI) to provide inpatient and outpatient rehabilitation for individuals with Traumatic Brain Injury (TBI) and Spinal Cord Injury (SCI), structured into two distinct lots. Offerors must bid on complete lots to be considered responsive, with Lot 1 covering TBI services including inpatient evaluation and treatment up to 14 days and outpatient evaluations and extended treatments, and Lot 2 covering SCI services, including inpatient treatment up to 35 days and outpatient rehabilitation following inpatient care or standalone outpatient services. The contract has an initial one-year term with four automatic one-year renewal options, allowing for a maximum contract duration of five years, with an estimated start date of July 24, 2026, and end date of July 23, 2031. All services must be delivered within South Carolina, and contractors are required to maintain CARF accreditation specific to brain or spinal cord injury programs as a mandatory qualification. Invoicing is strictly regulated, requiring use of designated forms for inpatient and outpatient services, submission via secure email to the Office of Identity and Disability Determination, and compliance with strict deadlines tied to discharge or treatment completion. Payment will be made by electronic funds transfer, and contractors must provide financial information to the State Treasurer’s Office. Contractors must also carry professional liability insurance with minimum limits of $1 million per occurrence and $3 million aggregate, with any deductibles requiring state approval. The contract includes stringent requirements regarding data privacy, prohibiting the collection of government information beyond what is necessary and mandating that such obligations flow down to all subcontractors. Organizational conflicts of interest, illegal immigration compliance, audit rights, and records retention for seven years are enforced, with the state retaining the right to terminate for convenience or unavailability of funds. Offerors must certify they are not debarred or under criminal or civil investigation for contract-related offenses and must provide experience, financial, and compliance documentation upon request. Proposals must be submitted electronically by June 30, 2026, at 11:00 AM ET, with strict formatting rules and prohibitions against marking entire submissions as confidential. The state may award contracts to more than one offeror and will evaluate based on fixed price determinability, price reasonableness, unbalanced pricing, conflict of interest, and the integrity and reliability of the offeror, key personnel, and subcontractors, with unit prices governing award
