Park Planning and Landscape Architecture On-Call Services

The City of Chesapeake Parks, Recreation and Tourism Department has issued Request for Proposal 27-044-2647 to secure on-call professional services for park planning and landscape architecture. This solicitation is a direct response to the city's updated PRT Master Plan and aims to support the planning, design, and construction of various park development and enhancement projects throughout the city's extensive park system. The scope of work is multi-disciplinary and includes park master planning, landscape architecture, detailed design for amenities such as playgrounds, trails, and athletic fields, public engagement, permitting support, and construction administration. Future projects identified in the Capital Improvement Plan include Oak Grove Park Phase II, Heritage Park, and Johnson Park Redevelopment, with work timelines extending from 2028 through 2034. The resulting contract will feature an initial one-year term with the option for three additional one-year renewals. Selection will be based on a professional services procurement model, evaluating offerors on qualifications and experience, capabilities and skills, specific methodology, and the quality of previous work performed for similar governmental agencies. Successful firms must meet rigorous insurance requirements, including professional service limits for architecture of $2,000,000 per occurrence and $6,000,000 aggregate. Proposals must be submitted as a single electronic PDF via the City's OpenGov website by October 27, 2026. All services must comply with ADA accessibility standards and various local, state, and federal regulatory requirements, including DEQ and Army Corps of Engineers permitting.
