IMPORTANT NOTICE
TWO PHASE SELECTION PROCESS
This is the first phase (Phase One) of a two-phase process: the first phase will evaluate the qualifications of all interested suppliers; the second phase (Phase Two) will invite the qualified suppliers to provide a financial bid on the project based on the specifications and drawings. The qualification list will expire within 60 days or upon award of a contract in Phase Two, whichever is earlier, and the prequalification list will not be used in any other solicitation.
Bids must be submitted using the CPC connect service. The solicitation number must be identified in the CPC Connect message field of all electronic transfers. Further instruction is provided in the Invitation to Qualify document.
PROJECT DESCRIPTION
Public Services and Procurement Canada (PSPC) has a requirement for a Parking Lot Upgrades in Happy Valley-Goose Bay, Newfoundland and Labrador. The work of this contract consists of the furnishing of all plant, labour, equipment and material for these improvements at Happy Valley-Goose Bay, Newfoundland and Labrador.
The work under this contract consists of but is not necessarily limited to:
1. Removal of existing grass, sand, common fill, flagpole, buoys and concrete supporting pads, and fence. 2. Supply and install new Type I granular material. 3. Supply and placement of concrete for new parking lot. 4. Supply and install electrical, lighting, and block heater plugs, as required. 5. Supply and install new wooden posts and W-beam guide rail. 6. Field and lab quality control testing of materials including, but not limited to granulars and concrete. 7. Submission of a site specific safety plan, environmental protection plan, staging and work plan. 8. Verification of work by surveys. 9. Other work as specified or detailed in the contract documents.
FAMILIARIZATION WITH SITE
Before submitting a bid, it is recommended that bidders visit the site and its surroundings, to review and verify the form, nature, and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure, and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies, and other circumstances which may influence or affect their bid or cost to do the work. No allowance shall be made subsequently in this connection on account or error or negligence to properly observe and determine the conditions that will apply.
Contractors, bidders, or those they invite to site are to take all appropriate safety measures for any visit to site, either before or after acceptance of bid.
Obtain prior permission from the Departmental Representative before carrying out a site inspection.
