Parkland County is seeking proposals from qualified professional engineering consulting firms to provide Feasibility Study, Detailed Engineering Design, Quotation (Tender) Preparation, Evaluation and Award, Construction Supervision, Administration and Post Construction Services for the Rolling Meadows Estates Stormwater Rehabilitation Program. The engineering consulting services for this opportunity will be broken down in three phases. Phase 1 will be the only portion of the project that will immediately be awarded to the successful consultant. Phase 2 may be awarded later in 2026, pending successful identification of a feasible and sustainable design solution, and Phase 3 may be awarded in early 2027 pending land acquisition, budget approval and consultant performance during the previous project phases. Phase 1 will include a feasibility study of the chosen flood mitigation strategy options and identification of optimized and/or alternative option, Environmental field investigation, Geotechnical Investigation and development of Individual Ownership Plan (IOPs). Land acquisition and legal survey is NOT part of the consultant’s scope of work and will be handled by the County. Phase 2 will include providing services relative to a Detailed Design, Environmental and utilities permits and approvals, Construction Tender Preparation, Evaluation and Award. Phase 3 will include Construction Supervision, Administration, and Post Construction Services. The provision of the Deliverables will be governed by the terms and conditions set out in Appendix A.
