Parks Canada is seeking qualified consultants to perform housing needs assessments at field units across Eastern and Atlantic Canada under a standing offer contract, with a solicitation number of 5P420-25-0328/A and a closing date of June 30, 2026. The contract has an initial term through March 31, 2028, and includes an irrevocable option for the Crown to extend it for up to three additional one-year periods, potentially extending performance through March 31, 2031. The work involves evaluating the condition and adequacy of staff housing at various Parks Canada locations, including Ontario (excluding the National Capital Region), Quebec (excluding the NCR), Nova Scotia, Newfoundland and Labrador, Prince Edward Island, and the National Capital Region, with each individual call-up capped at $200,000. The solicitation is structured into two streams: a general stream open to all eligible suppliers and a set-aside stream reserved for Indigenous businesses certified under the federal Procurement Strategy for Indigenous Business, requiring formal certification by offerors seeking to compete in that stream. All bids must be submitted via email to bidswest-soumissionsouest@pc.gc.ca or by fax to 1-866-246-6893; submissions through SAP Ariba, courier, or in-person delivery are not accepted, and email attachments must not exceed 15 megabytes in total size, including headers and body, necessitating multi-part submissions to be clearly labeled with sequence indicators. Links to documents are prohibited, and all materials must be sent as direct attachments. Proposals must satisfy mandatory technical criteria related to company experience and project team qualifications, although the full evaluation methodology and weighting of factors are not detailed in the available documentation. Work must comply with the National Park Act and its associated regulations, and while no security clearance is required, the Contracting Authority, Amy Barrett Lichter, is the sole point of contact for all inquiries, which must be submitted in writing no later than seven days before the bid deadline. Bids may be submitted in either official language, and while no formal contract type or pricing structure is specified, the contract operates on a call-up basis with no base value disclosed, and no invoice processing system or payment office details are provided.
