pART AND MATERIAL TO SERVICE RAIL FREIGHT CARS FOR C-SERVICE

The Naval Supply Center Fleet Logistics Center, NAVSUP FLC, Norfolk Division, Contracting Department, Philadelphia Office intends to solicit on a sole source basis to Multi-Service for parts an material to service 88 freight cars for C-Service in support of Naval Weapon Station Earle, in Colts Neck, New Jersey. The vendor, Multi-Service is uniquely qualified to both supply all of the parts by having them in stock and to meet NWSE' s needs of having direct replacement parts/components for the existing system. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 13.105. Interested persons may identify their interest and capability to respond to the requirement no later than close of business on 03 September 2013. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within five days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. Required Delivery Date (RDD): 09/17/2013 ___Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc.). Naval Weapon Station Earle's (NWSE) rail freight cars are unique in their age with a 1930's, 40's, and 50's design. Originally the cars had 50 ton truck assemblies. The problem is modern railroads use mostly 70 and 120 ton truck assemblies and new 50 ton parts are scarce. This request is for C-Service of 88 freight cars (50 ton truck assemblies) which become out of date. The inoperability of these rail cars is affecting the Activity's Ordinance Moving Operations. The Air Brake Device (ABD) Service and Emergency Valve are hard to find due to modern air valves in order to get these cars functioning. Additionally, the #62 Modulator Valves are hard to find because outside railroads utilize more modern parts. The vendor, Multi-Service has all of the parts for this requirement in stock and has the capability to deliver all of the items at one time very quickly, in accordance with the requirements need of having all of the items delivered together to perform the C-Service. These parts are Direct Replacement Parts and can be installed to the current fleet of railcars. Furthermore, market research indicates that since NMSE's railroad is small compared to large class 1 railroads that can buy in large bulk the availability of these parts being in stock is not guaranteed. So, there can be further delays in delivery performance that can inhibit the NWSE's railroad from functioning fully in daily operations to deliver much needed supplies to the war fighter.
