AI Contract Overview
The solicitation SPE7LX26R0068 issued by the Defense Logistics Agency (DLA) Land and Maritime pertains to the acquisition of a Parts Kit for Door Lift under National Stock Number 2590-01-212-1057, identified by CAGE Code 19207 and drawing number 12340832-3. This procurement seeks to establish a long-term Indefinite Quantity Contract (IDIQ) with firm-fixed pricing for a three-year base period plus two one-year options, potentially extending the contract up to five years. The contract will provide Direct Stock replenishment coverage in support of military depots and is unrestricted, allowing full and open competition. Deliveries are FOB origin with inspection conducted at origin, aligning with the First Destination Transportation program. The estimated annual demand is 2,451 kits. Pricing is expected to be determined through an online reverse auction process, where offerors participate anonymously and bindingly in real-time price competition. Proposals must be submitted in US dollars and English, and final awards will consider price alongside delivery, past performance, and other solicitation criteria. The solicitation will be posted publicly on May 21, 2026, with a response deadline on July 9, 2026. The procurement is governed by rigorous technical and quality assurance requirements rather than standard FAR contract clauses. It mandates submission of detailed manufacturing documentation, including a precise manufacturing plan replicating actual production processes, materials, and inspection methods consistent with ASME Y14 standards and multiple military specifications for quality and safety, such as MIL-STD-1916 for sampling and MIL-STD-882 for safety program requirements. Critical Safety Items (CSI) must be identified and managed with government approval for any changes. Contractors are required to certify legal rights to submit technical data and disclose subcontractor/vendor information along with their qualifications. The evaluation hinges on technical compliance, quality certifications, and adherence to inspection standards, with no explicit weighting or formal clause-based award criteria. Proposals must follow strict formatting instructions, be submitted as single PDF files named by NSN and CAGE, and comply with proprietary data rules including NDA submissions if applicable. The government provides access to necessary specifications, standards, and drawings via designated online portals, and technical inquiries can be directed to the contracting officer Matthew Stein in Columbus, Ohio. Overall, this solicitation emphasizes precise technical conformity, comprehensive documentation, and competitive pricing facilitated by a reverse auction in a fully open procurement environment.

During the course of the on-line auction, offeror’s proposed prices will be publicly disclosed to other offeror’s and anyone else having access to the on-line auction.
