The contract involves the procurement of 654 units of a Parts Kit for Fuel Tanks, specifically NSN 2910-01-578-9918, manufactured according to an Army drawing (57K2763) and related data. The items are to be shipped to New Cumberland, PA, with delivery required within 120 days. There is also an option for an additional 654 units, potentially doubling the order. This procurement is conducted through a Request for Proposal (RFP) process, which is restricted to small business concerns and involves compliance with military specifications. The solicitation contains sensitive "Military Critical Technical Data," making it accessible only to certified businesses with a valid need, requiring submission of a DD Form 2345. Hard copies of the solicitation are not provided; all documents are available online, including technical drawings and related data. The procurement process includes an innovative pricing method, where the Contracting Officer may conduct an online Reverse Auction, publicly disclosing offer prices anonymously during the auction to encourage competitive bidding. Final prices submitted through the auction are considered binding unless further negotiations are authorized. Interested parties should note the Government is not employing FAR Part 12 commercial item acquisition policies due to the specialized military nature of the product. However, commercial suppliers are invited to express interest within 15 days if they believe they can meet requirements with commercial items. Additional documentation such as Federal and Military Specifications can be obtained through the appropriate DoD channels, but certain technical documents like drawings and deviation lists are not stocked and must be sourced through other means. The Contracting Officer for this solicitation is Georgia H. Shirey, and contact details are provided for further inquiries.
