This solicitation is a Request for Supply Arrangement (RFSA) for the Professional Audit and Support Services (PASS) program, a federal government-wide procurement tool mandated to fulfill obligations under the Treasury Board policies on Internal Audit and Financial Management. The PASS Supply Arrangement establishes a pre-qualified pool of suppliers across eight distinct service streams including Internal Audit, Internal Audit Quality Assessments, Information Technology and Systems Audit, Forensic Audit, External Audit, Financial and Accounting Services, Internal Control Training, and Recipient/Contribution Agreement Audit. This refresh opportunity allows new suppliers to qualify for inclusion and existing suppliers to expand their scope by adding additional streams, though current holders are not required to reapply to maintain their existing arrangements. All submissions must be made through the Centralized Professional Services System (CPSS) e-Portal Supplier Module’s Data Collection Component, with a second technical component submitted to the Bid Receiving Unit. Suppliers must meet mandatory technical criteria at both organizational and resource levels, though resource-level experience does not require minimum dollar thresholds. Evaluation is based on technical merit, with specific mandatory criteria for Stream 5 and replacement criteria introduced in updated versions. The arrangement is non-binding until individual contracts are issued under it, and suppliers must maintain a valid Designated Organization Screening from the Canadian Industrial Security Directorate throughout the term. The Supply Arrangement has a defined period beginning on the award date and continuing until Canada decides to re-compete, terminate, or replace it, with an irrevocable option for Canada to extend it by five additional years. Performance may occur in Canada, foreign locations, or remotely. Suppliers are required to submit quarterly usage reports by specified deadlines—April 15, July 15, October 15, and April 15 for the respective quarters—and failure to comply may lead to suspension or cancellation of the arrangement. Security requirements are stringent, requiring corporate clearance and compliance with Security Requirement Checklists for each subsequent contract, and subcontractors requiring security access must obtain prior written approval. Personnel must meet minimum mandatory qualifications, including five years of cumulative forensic audit experience for leadership roles, and suppliers must submit certifications concerning employment equity, former public servant status, Indigenous business status, integrity, and conduct through the CPSS portal.
