The Bureau of Reclamation's Upper Colorado Regional Office plans to issue a Request for Proposal (RFP) for the procurement of Passive Integrated Transponder (PIT) tags and related equipment, including PIT tag readers, implanters, antennas, software, and technical support. The contract will support various agencies within the Department of the Interior that utilize PIT technology primarily for tracking animals such as fish in research and monitoring activities. Specifications in the RFP will cover physical attributes of the PIT tags, compliance standards, operational performance, multiple types of readers suitable for different environments, and compatible implanter tools designed for efficient and minimally invasive tagging. Additional requirements include sterile and non-sterile preloaded needles, replacement needles, and limited professional services for equipment design, installation, and maintenance. This procurement will be conducted as a Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract over five years, with firm fixed-price delivery orders. The solicitation intends to encourage competition among multiple awardees and set aside opportunities for small business concerns in accordance with FAR guidelines. The Government reserves the right to award to a single contractor if only one meets requirements, or if offers from small businesses are unacceptable. This notice serves as a presolicitation for planning purposes only, with the formal solicitation anticipated for release in July 2016. Interested parties are advised to monitor official government platforms for updates and direct any inquiries to the identified contracting specialist.
