The United States Army Research Institute of Infectious Diseases (USAMRIID) requires a Passive Transfer Study for the Department of Molecular Virology under the Joint Science and Technology Chemical and Biological Defense Research Program. The study focuses on immunotherapeutics targeting Orthopoxvirus, specifically characterizing human monoclonal antibodies against the vaccinia virus to provide protection against infection. This work continues from an existing contract, ensuring scientific consistency regarding the challenge strain, facilities, and technical procedures. Although the original work was planned for the Southern Research Institute in Birmingham, Alabama, the actual execution will take place at the Frederick location in Maryland due to its specialized capabilities in supporting therapeutic and vaccine efficacy studies involving small and large animal models. The project falls under the North American Industry Classification System code 541380 with a size standard of 500 employees. This opportunity is not a request for competitive quotes, but interested parties must submit written responses demonstrating their qualifications, relevant experience, and past performance to support their capability to perform the study. Responses are to be addressed to the government by August 15, 2008, at 3:00 PM Eastern Standard Time, after which the contract modification will be awarded without further notice if no submissions are received. The Contracting Officer will decide the procurement strategy based on the information provided. The designated point of contact for this action is Ms. Juanita Bourne.
