NON-LITIGATION LEGAL SERVICES IN GUINEAN LABOR LAW AND IMMIGRATION LAWThe U.S. Embassy in Conakry seeks a qualified legal services provider to deliver non-litigation advisory services in Guinean labor law and immigration law to support its operational and administrative functions. The Contractor will advise on compliance with local regulations concerning employment practices, including revision of human resources policies, compensation structures, disciplinary procedures, workforce reductions, and workplace investigations. Services also cover the full spectrum of immigration matters such as visa and work authorization processes, residency compliance, document preparation, and response to emergency repatriations or regulatory changes. All guidance is strictly advisory, with no authority to represent the embassy in court or bind it to legal positions without explicit written authorization. The Contractor must maintain strict confidentiality, carry professional liability insurance, and ensure all legal professionals assigned hold a J.D. or equivalent, are licensed in the relevant jurisdiction, have at least five years of experience advising diplomatic missions, and are fluent in both English and French. The base contract period is 12 months, with two optional 12-month extensions subject to government discretion. Deliverables include legal memoranda, policy reviews, monthly activity reports, quarterly risk assessments, training materials, and regulatory updates, all provided as needed or on a scheduled basis.
