AI Contract Overview
The contract outlines the provision of professional pavement management program services for the City of Newport Beach, requiring a consultant to perform comprehensive field inspections, database updates, report generation, quality control, and GIS data management. Inspections are to be conducted biennially on all arterials and collectors, with residential streets and alleys inspected in designated areas on alternating years. The consultant must use a specified version of the MicroPAVER software to update pavement condition data and work history for nearly 2,000 roadway sections. Deliverables include detailed Pavement Condition Index (PCI) reports segregated by street type, an OCTA Measure M2 report submitted every other year, and GIS ArcMAP shapefiles compatible with the city’s system. The consultant will also conduct quality control to reconcile PCI deviations from past inspections and may need to recalibrate data or conduct reinspections. Coordination and communication with city staff are integral, with up to four progress meetings annually that require preparation of agendas and minutes. The contract emphasizes the consultant’s responsibility for timely proposal submissions, with no city liability for delays caused by technical issues. The public works department of Newport Beach manages the contract with oversight from a designated contact person. Overall, the contract ensures ongoing, accurate pavement condition assessment and reporting to support effective street maintenance and funding compliance.
