The contract includes a base one-year period (July 1, 2026, to June 30, 2027) plus two option one-year periods, with deliveries and performance tied to the Washington Navy Yard, District of Columbia. Offers must be submitted FOB Contractor Destination, and any deviations from this will result in rejection. Packaging and marking instructions adhere to ASTM D-3951-18 standards, with explicit prohibitions on materials like asbestos and loose fill polystyrene, and require Item Unique Identification (IUID) for items valued over $5,000. Inspection and acceptance occur at destination with Government oversight, with final acceptance authority vested in the government, supported by contractually mandated documentation such as DD Form 250. Evaluation follows a Lowest Price Technically Acceptable (LPTA) methodology, with technical acceptability assessed pass/fail and price as the deciding factor among acceptable proposals. Contract administration is managed via the Navy’s Wide Area WorkFlow (WAWF) for invoicing and electronic payments. Points of contact include designated contracting personnel at the Norco, CA office, with technical and administration representatives to be appointed upon award. Overall, this solicitation establishes a streamlined, single-source procurement framework emphasizing compliance, security, and thorough documentation for software support services.
