**********PLEASE CONTACT SONJA D. WHITE ONLY, IN WRITING TO sonja.d.white@nasa.gov, WITH ANY CORRESPONDENCE REGARDING THIS ANNOUNCEMENT. CONTACT INFORMATION IS ALSO IN THE BODY OF THIS SOLICITATION************* *********THIS IS A NON COMPETATIVE SOLICITATION***** NASA/MSFC has a requirement for Magma brand EB16-SX8-X16, PCI Express expansion systems, fifteen (15) each. NASA/MSFC intends to purchase this service from Mission Technology Group, Inc DBA: MAGMA on a sole source basis. Competition is impractical for the following reasons: 1. Mission Technology Group, Inc DBA: MAGMA designs and manufactures the Magma brand EB16-SX8-X16, PCI Express expansion systems. They are the sole source for this in-house designed product. These expansion systems were successfully deployed throughout the real-time environment of the IATF labs after the trade study performed by the IATF end-users. 2. Choosing another vendor product would require additional funding for another trade study and severely impact the schedule of the SDF4 lab and lines, thus not meeting the Government need. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Sonja D. White by email, sonja.d.white@nasa.gov no later than 4:30 p.m. CDT on March 4, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84(NOV 2011), Ombudsman, is applicable. The official point of contact is Jeannette Swearingen; however, all questions/offers shall be submitted to Sonja D. White at sonja.d.white@nasa.gov.
